What do you call itty bitty hair pulled back into an elastic band on a baby?

Miss Casey's hair is starting to grow and it's curling up in the back
maybe she'll get her mommies baby ringlets still

Casey is now 14 months and evolving from baby stage :( against mommies wishes to the toddler stage.
She crawls at lightning speed if she's not just standing around, doing what her call her motorbike or scooter, which is one leg up and pushing and the other crawling and both hands off the ground or trying to walk.
She is officially taking her first steps (2 weeks ago is when it started with one step), she can pull off about 10 steps now, they are cautious and careful steps and when she is done walking those steps she is usually grinning from ear to ear
she has not fallen yet in her attempts to walk, which given her cautious ways doesn't surprise me either (she might need a new nickname "careful Casey")
she has mastered the stairs, up and down
I'm forever all day long chasing her up the stairs in fear she will one day tumble to the bottom (baby gates do not fit)
but she does stairs the same way she walks, carefully, but much faster and will zoom up those stairs if you turn your head for even a second
Once up there if she's beaten me or I've not noticed she yells at me or hollers for me to come up and looks around the edge, if I do not follow she zooms off to plays with the blocks that are up there or she'll come right back down to do it all over again. She tends to prefer to play close to me and doesn't stray far. This is also starting to turn into her shyness coming out and crying if left at the gym nursery.
She eats almost anything now, still must be cooked and cut into bitty pieces, but she eats it and she likes it
she will gag and spit out quinoa and no amount of coaxing or disguising it seems to change this
She is now in a range of sized clothing from 6 months to 18 months depending on what it is. Sleepers are almost all 12-18 months and 6 months, usually t-shirts, will probably only fit until tomorrow.
She is still an "unscheduled" baby, meaning that she doesn't have a specified nap time or wake up time or lunch time etc. It's all ranges of times depending on her day and this seems to work for both us quite well.
She has 5 teeth that have broken skin and they are funny, 4 on the top and one on the bottom. I think we have the 2nd bottom one coming in too soon.
Casey is saying or attempting to say "baby", "puppy", "pretty", and said Hi yesterday without effort and I almost fell out of my chair as the clear as day little voice. She makes a puppy sound, but it's not quite right...ruff ruff sounds more like Buh Buh, but I still know that is what she is attempting to do. She moo's like a cow and it's hilarious because its loud and aggressive and can point out the cow in her books. She also will point out the piggy and baby on a page. She is just starting to become a pointing machine, where's puppy and she will point or she will point at something she wants. She will high five, still does crazy baby all the time and when she's naked daddy has taught her to show you her tummy, by patting it with her hand over and over.
